The City of Riverton is a home rule city. The Mayor and Council appoint a professional manager to administer the daily operations of the City. Through a professional staff, the administrator ensures the provisions of services and enforces the policies adopted by the elected Mayor and Council. The administrator is selected by the council on the basis of education, training, and experience. Qualifications and performance, not political savvy, are the characteristics that make an appointed administrator attractive to a council.

Before moving to Riverton, Steven was the City Manager for the City of Carlton, Oregon for seven (7) years.
